Certified applicator
A person who has demonstrated the competency required to use or supervise the use of restricted use pesticides.
A certified applicator is a person who has been certified by a certifying authority as competent to use or supervise the use of restricted use pesticides. Certification is the legal gateway to those products: dealers may sell them only to certified applicators or their authorized representatives, and applications may be made only by certified applicators or by noncertified persons working under their direct supervision. The credential comes in two forms, private and commercial, matching the purpose of the work.
Competency is demonstrated to the certifying authority, which in most cases is a state lead agency operating an EPA-approved certification plan. For commercial applicators, the federal standard requires a written examination, with performance testing available as an addition; states have flexibility in verifying private applicator competency. Study materials supporting certification are typically published by land-grant university extension services, and exams draw on the competency areas those materials teach, with label comprehension at the center.
Certification is time-limited. Under the federal standard it expires five years after issuance, and certifying authorities may set shorter periods. Renewal runs through recertification, either by passing the examination again or by completing an approved program of continuing education. A certified applicator who supervises noncertified workers remains responsible for their applications, which makes the credential an ongoing professional obligation rather than a one-time achievement.
