Direct supervision
The arrangement under which noncertified applicators may lawfully apply restricted use pesticides under a certified applicator's responsibility.
Direct supervision is the legal arrangement that lets noncertified applicators use restricted use pesticides lawfully: they work under the instruction and control of a certified applicator who takes responsibility for the application. This provision is how real crews function. The law does not require every person who handles a restricted product to hold an individual certification, but it does require that a certified applicator stand behind each application and meet defined supervisory duties.
Those duties have substance. The supervising certified applicator must ensure noncertified applicators have received the training the rules require, must provide the guidance the situation demands, and must be available in the manner the regulations and the product label specify. Some product labels tighten the requirement further and demand the certified applicator's physical presence during the application. When a label imposes a stricter supervision standard, the label controls.
For businesses and farms, supervision rules translate directly into staffing decisions, because they determine how far one certification stretches across a crew. They also concentrate accountability: a violation committed by a supervised worker lands on the certified applicator as the responsible party. Understanding direct supervision is therefore essential both for exam preparation and for structuring day-to-day operations around restricted use work.
