Restricted use pesticide

A restricted use pesticide, often shortened to RUP, is a product the Environmental Protection Agency has classified as requiring additional applicator competency. The classification reflects a judgment that, without training beyond what an ordinary purchaser can be assumed to have, the product may cause unreasonable adverse effects on people or the environment even when its label directions are followed. Rather than removing such products from the market, the system narrows who may lawfully buy and apply them.

The classification lives on the product label itself. A restricted use product carries a statement at the top of its label identifying it as restricted and limiting retail sale and use to certified applicators or persons under their direct supervision. That statement is the legal trigger: it obligates dealers to verify credentials before selling and makes uncertified purchase or application unlawful. No separate lookup is needed, because the product declares its own status.

Operationally, restricted use status shapes staffing and planning for farms and application businesses alike. Any restricted use work requires a certified applicator either performing the application or supervising the noncertified people who do, and the certified applicator carries responsibility for supervised work. For many operations, gaining lawful access to these products is the main practical reason to pursue certification in the first place.
