General use pesticide

A general use pesticide is a registered product that has not been classified for restricted use. Anyone may purchase and apply it, with no certification credential required, provided they follow the directions and precautions on its label. Most products sold in retail stores, including common household, garden, and lawn pesticides, fall into this class, along with many products used in agriculture and professional settings.

General use classification reflects a judgment that the product, used according to its label, does not present unreasonable risk in the hands of an ordinary person willing to read and follow directions. It is not a statement that the product is harmless. Every pesticide label carries legally binding requirements, and using any pesticide inconsistently with its labeling is unlawful regardless of classification. The label remains the governing document for general use products just as it does for restricted ones.

The distinction between general use and restricted use is the dividing line that gives applicator certification its practical meaning. Certification is what moves an applicator across that line, from access limited to general use products to lawful purchase and application of restricted ones. Understanding which class a product belongs to is therefore one of the first label reading skills an applicator learns.
